A plan where LA THRIVES

Rent

The Problem

LA is one of the least affordable cities in America. High rents are pushing working families out and fueling the homelessness crisis. We've spent billions and built too little. The development process is slow, expensive, and broken.

The Solution

We will lower the average rent in LA by dramatically increasing housing supply. We will make LA one of the easiest cities in the country to develop real estate — cutting red tape, speeding approvals, and incentivizing builders to deliver. Affordable housing is directly connected to solving homelessness and expanding economic mobility across the city.

How we'll do it

  • Speed up all existing development with expedited review and approval processes
  • AI-based processing of housing submissions starting on day one
  • Identify and repurpose 25% of existing city property for affordable housing
  • Create a guarantee program with no strings attached to accelerate construction
  • financing approvals
  • Create opportunities and incentives for major residential developers to participate
  • Stand up a new dedicated team at DWP focused on new housing
