Homelessness

The Problem

Over 70,000 people are living on our streets. We've spent over $10 billion in the last decade and the problem has only gotten worse. There is no unified strategy — just duplication, waste, and failure. Since 2016, the homeless population has grown by 72%.

The Solution

We need a holistic solution to a complex problem. That means prioritizing eviction prevention, optimizing our interim housing infrastructure, and innovating on services to get people off the streets — even as we build net new affordable housing. Solving homelessness is inseparable from making rent more affordable and creating economic mobility for all Angelenos.

How we'll do it

  • Auto-notification of prevention services with every eviction notice
  • Rollout of outreach app across LA
  • Consolidation and oversight of street teams to eliminate duplication
  • Split resource allocation between high-acuity and recently unhoused individuals
  • System-wide adoption of unified shelter management and bed reservations
  • Upgrade and expansion of existing shelter capacity
  • Enforcement of anti-camping and loitering laws, including Skid Row and Venice
  • Remodel of congregant housing to non-congregant where possible
  • Widespread deployment of tiny home villages — 50 villages for $50M
  • Optimized use of SHARE and Board & Care homes
  • Identification and filling of existing mental health and addiction-related beds
