The 7x7 Plan

Goal 7

Bring LA into the 21st Century

Issue Overview

The Palisades Fire exposed what Angelenos have felt for years — a city government running on outdated systems, deferred maintenance, and zero accountability. Los Angeles is the entertainment capital of the world, the port that moves the American economy, and home to more innovation per square mile than almost anywhere on earth. There is no reason this city's government shouldn't be just as world-class.

I will make LA the best-run big city in America — with the smartest infrastructure, the most transparent systems, and a City Hall that finally operates at the speed and standard this city deserves.

The Tactics

1

Launch the FixLA 311 accountability platform on Day 1

A single public dashboard and messaging app tracking housing construction, homelessness outcomes, police response times, street conditions, fire preparedness, and every dollar spent across every department in real time, so no agency or contractor can mark a job complete without residents confirming it actually got done.

2

Make every traffic light in LA smart

Deploying AI-powered adaptive signal control across all 4,500+ intersections, camera-based automated enforcement of lane-blocking and double parking, and real-time AI incident detection that dispatches tow trucks and signal crews within minutes of an accident, because Pittsburgh cut travel times 25% with this same technology and LA's grid is too big to keep running on 1990s timing plans.

3

Modernize law enforcement

Create a digital command center and leverage innovative technology to improve law enforcement.

4

Improve disaster preparedness

Leverage innovation to improve emergency preparedness and incident command, including approved dispatch logistics management and interdepartmental coordination.

5

Improve fire safety

Mandating hydrant-level pressure sensors in all high-fire-risk zones with battery backups because LADWP's own preliminary report revealed no individual hydrant pressure data existed during the Palisades Fire, and launching a public Wildfire Resilience Dashboard publishing reservoir levels, hydrant pressure by district, LAFD apparatus availability by station, and evacuation route status in real time.

6

Accelerate all 3 rail lines already under construction

East San Fernando Valley, West Santa Ana, and LAX connector — by eliminating bureaucratic delays, requiring monthly public progress reports, and holding contractors to binding delivery milestones.

7

Build the smartest city government in America

Modernizing the back-end systems that process permits, manage contracts, and deliver services so departments run faster, waste is flagged automatically, and every Angeleno gets the same quality of government regardless of zip code.
